The –ing form of the verb can be used as an adjective, or a signpost. (Participles in any tense can be used in the same way, though –ing is the most likely to be used in this way.)
a measuring (adjective) tape or the measured (adjective) samples.
Measuring (circumstance or signpost) the samples enables accuracy.
